today poorly timed for another reason. chrysler's management forced to bow to the united autoworkers union as the company rehired 13 employees who had been caught drinking alcohol and smoking marijuana while on the job. chrysler's spokesman said the company was forced to respect a union arbitrator's decision. and while the president was in michigan, reports that a chinese auto parts company has purchased bankrupt a123 systems, a battery maker that received more than half of a $250 million taxpayer-funded obama stimulus grant. a123 systems was once heralded by energy secretary steven chu as a success story for american manufacturing. the green battery maker blaming weak demand for electric cars for their failure. china, obvioussy, has plans to fix all of that with a little help from the american taxpayer and, of course, the president. wile we focus on the fiscal cliff negotiations, or more appropriately the impasse, many of our state governments aren't in much better shape. state pension systems, unfunded liabilities are now estimated to be in the range of $2.5 trillion to almost $4 t

, but their government works. what they are doing makes sense. chrysler has been forced to rehire employees caught drinking and possibly smoking marijuana during a lunch break. the fox affiliate in detroit took this video in 2010. 13 workers were fired and go suspended. the union-backed arbitration process ordered them reinstated. they came back to work this week. chrysler says it does not agree with the decision, but it's time to move on. and hundreds of michigan teachers called in sick or took vacation days today. most were believed to be participating in union protests against michigan's right-to-work legislation now law. that we told you about earlier in the program. at least two entire school districts had to shut down today. meanwhile the department of education is giving michigan students he some very poor grades. it says 72% of public school eighth graders are not proficient in reading and 69% are not proficient in math. math is at the center of our next story. democrats are claiming they have already voted to take a trillion-dollar bite out of the budget deficit through spending cuts. ton

to get out there and start looking. chrysler rehiring union workers it fired after very public embarrassing incident. why the turn around? >> a local television statement had videotape of these workers on a break looking like they were smoking pot, drinking. this is a very public story in detroit. people were outraged saying, look, there is the problem with you with the union workers. they violate terms. they went to mediator and the mediator said, can you prove they were smoebing pot? ? no. can you prove they were drinking alcohol? no. so the mediator said you have to rehire them. chrysler is not happy. they put out a statement saying, yes, he had to rehire the employees. while the company does not agree with the ultimate decision of the arbitrator, we respect the grievance process as outlined in the collective bargaining agreement and our relationship with the uaw. these workers are going back on the job. but this is the kind of thing in detroit people look at and say, give me a break. these guys were caught doing something on camera that was clearly maybe not legally could b

pass in michigan? >> the irony is yesterday chrysler announced $120 million investment in michigan. 115 new jobs. michigan has helped lead the economic comeback for this country in part because of historic collective bargaining agreements between the detroit three and the united autoworkers. we have a labor management partnership that works. this, as you said was about politics. it was about gutting organized labor and the irony is i work for a labor management fund connected with a laborer's union and we invest almost $5 million a year in apprenticeship and training programs. we operate skilled workers to build complicated infrastructure projects like the governor wants to build in this state. so it will make michigan less competitive. it puts us in a race to the bottom with low-wage, low-skill states, that's bad for our state. >> eliot: tim, you were one of the leaders in the legislature. many of us looking at michigan and think is a state that voted for president obama. just re-elected debbie stabenow
